Akshaya e-Kendra project is established to cater to the needs of the local citizens and also function as a direct link between the citizens and the Government/ Institutions / Enterprises in the areas of Information, Communication, Technology services etc. As per plan, there will be one Akshaya e-Kendra for every 1000-1500 households. And these will be set up in locations defined by the Town planning department scientifically arrived as per spatial planning techniques. The selection of location of Akshaya e centres is based on a detailed field level study. A survey was done to identify locations based on multiple parameters at the District Panchayat & Grama Panchayat level. Easy access to the Akshaya centre is a major consideration, with a broad guideline that a centre should be available to any family within a maximum distance of 2 kilometers. The availability of power & telephone connections is another criteria. 100% of the Investment in Akshaya Centre is made by private entrepreneurs, selected through a well defined processes headed by the Grama Panchayat.

An Akshaya Centre Entrepreneur should have the drive to meet the challenges and desire to grow up as a quality ICT service provider offering services at Panchayat/ward level. In order to successfully implement e-Literacy training program, at least one IT professional will be engaged at Akshaya E Centres by the Entrepreneur.
