IMPLEMENTATION THROUGH AKSHAYA CENTRE ENTREPRENEURS
 
The concept of small group activities in the cooperative sector  has been extremely successful in Kerala. The cooperative  movement is sufficiently matured and stabilized in Kerala.

The new Government has already indicated doubling agricultural credit in three years and  the state-run National Bank for Agriculture and Rural Development (NABARD) has initiated increased thrust in areas of plantation and horticulture, animal husbandry, fisheries, minor irrigation, wasteland development, agro-processing and food processing.

The activities under program is planned to be run utilizing the ICT infrastructure and the existing linkages of the Akshaya e Kendra entrepreneurs with the local community of farmers, Local Self Government institutions ,  the Government offices and the traders in the locality.

Spatial Planning of Akshaya e Kendras and Infrastructure available at each Akshaya e Centre will enable the project to take off immediately.

Agri Business Centres based at Akshaya e Centres will be nodal point for service delivery. These centres connected on a Local Area Network to the Network Operating Centre and eventually to the data centre forms the comprehensive facility for all participating stakeholders.

 

One Agri Business Centre (ABC) of minimum 7 members with the Akshaya e-Kendra Entrepreneur as Information officer shall be promoted in all the 100 Panchayats in Malappuram district. ABCs are responsible for identifying and prioritizing crops to be promoted, making firm arrangements with sales-warehouse/transaction points & buyers, dealers in agricultural inputs etc.   These ABCs shall register 100 farmers each in their respective Panchayats noting their vital information such as : Acreage by product, No of plants, Age, Seeds used, Harvesting Skdl Expected quantity by month etc. Registered farmers get an opportunity to test their  Soil samples for advice on fertilizers to be used, directives in crop maintenance, price information, new plantation etc.

ABCs shall also register the Agriculture Input providers other stakeholders like Agri - Buyers/ Exporters, Agri product  Manufacturers, Agri input providers : Seeds, Plantlets, Fertilizers, Pesticides, Experts, Test laboratories, Agricultural equipments suppliers,  Quality graders, Warehousing , Logistics providers,  Banks, Insurers, Documentation specialists, Accountants, Legal support, Payment Gateway services, Government offices/resources, Agricultural institutions, NGOs & IOs
Transaction platform required by the Stakeholders shall be studied and a comprehensive list prepared. All the necessary Information sheets, Content Forms, Application forms and Transaction forms shall be made available online and training given for the Information officers in every Panchayat .

 

To bring in focused attention for the identified agri produces, based on the registration of farmers, their demographics related to their farm/land, standard project proposals will be evolved, pooling in expert support, loans& micro-credit, insurance back up and prior-marketing arrangements.

To facilitate the processes, an expert panel will be constituted with the assistance of domain-functionaries. An appropriate agency will also be positioned who will direct domain specific activities. Technical support team for Hosting services & Server & Database management, Collaboration platforms with agencies pursuing similar activities etc, will be put in place.
