Information and communication technologies hold promise, not
only in terms of the way they generate new jobs and income
opportunities, but also in terms of the potential they have as
an enabler for improved public service delivery and improved
governance.
Sensing the vital role ICT could
play in achieving developmental goals and encouraged by the
pro-poor focus given to this within India 's e-Government
framework, UNDP, together with Ministry of Communications & IT,
Government of India conceptualized the project – ICT for
Development (ICTD) with an implementation time frame of
2003-07 . |

The ICTD project is a significant step in adopting a
holistic and multi-sectoral approach in using ICTs for
social, economic and political development and focuses on
|

Implementation of
Pilot initiatives in the area of e-governance that
can be scaled up and replicated in other parts of the
country . Business Process Re-engineering ( BPR)
and Public Private Partnership (PPP)
would be strongly advocated and used while
implementing these pilots.

Developing solutions & applications to
bridge the digital divide

Preparation of roadmaps for e-governance
|

Documenting success stories, transfer of knowledge and
capacity building in the area of e-government

The ICTD project requires combining appropriate technology and
infrastructure with local knowledge & the expertise to
deal with varied developmental challenges. It is therefore
being implemented drawing on the strengths and views of
the government, civil society, the private sector and the
international development community (including donors and
international civil society organizations).
Steered by senior representatives of the
government, civil society as well as donor agencies, the
ICTD project sees itself assuming a pivotal role in
advancing human development goals in India and enabling
communities to play a greater role in their social and
economic development . |

The Terms of Reference
(TOR) of the Standing Committee are as follows:- |
| |
a. To provide guidance for implementation
of programmes and sub programmes including
selection of pilots
b. To set output milestones for integrated implementation of
the programme and sub programmes
c. To approve annual Work Plans and Budgets of Implementing
Agencies based on (b) above,
d. To ensure provision of counterpart inputs
e. To prescribe sub-programme specific guidelines and
eligibility criteria for training and study tours
f. To examine and approve proposals for foreign training,
study tours, and employment of consultants
g. To monitor implementation of sub-programmes
h. To provide feedback for annual review by Programme
Management Board
i. To resolve issues requiring inter-agency coordination
and;
j. To discharge such other functions as may be specified in
Project Support Document.
The Standing Committee may co-opt the members from the
Committee of the Stakeholders as and when required. The
Committee shall meet atleast once in two months.
